Ke Fang is Director General of the
Portfolio Management Department (PMD). He leads the department in monitoring
the implementation of AIIB-funded projects; providing administration, risk
management, and quality assurance of the Bank’s existing and fast-growing
portfolio comprising both sovereign-backed financing and nonsovereign-backed
financed projects; and managing and refining the investment and portfolio
management processes in line with international best practices, with the goal
of ensuring timely implementation of Bank-financed projects with high-quality
standards, in compliance with Bank policies and on track to achieve Bank’s
strategic goals. Prior to this position, Fang played several managerial roles
in AIIB, including Manager, Investment Operations; Acting Manager, Operational
Services Department; and Director General, Implementation Monitoring
Department. Prior to joining AIIB in July 2016, Fang worked for the World Bank
for more than 15 years, holding various responsibilities, including as Global
Lead for Urban Mobility, Lead Transport Specialist and head of the India
transport team (based in New Delhi) and was instrumental in many innovative
investment activities in various countries in Asia and Africa. Fang holds a
Ph.D. in Urban Planning from Tsinghua University, where he was a lecturer and
research staff from 1997 to 2000. He was also a SPURS Fellow at the
Massachusetts Institute of Technology (MIT) from 2000 to 2001. Fang is from the
People’s Republic of China.
